pkgsrc infrastructure (I)

FILES_SUBST_SED from install framework leaked into normal namespace
imake packages almost never had correct PLIST entries for the man pages
swept through on demand, ${IMAKE_MAN_DIR} and ${IMAKE_MAN_SUFFIX} prefered
gettext issues
(all) instances of BROKEN_GETTEXT_DETECTION are correctly marked, default is off now
msgfmt and friends are tools now (jlam@) and hopefully correctly required
NetBSD doesn't have printf argument reordering yet, linkage problems with pkgsrc gettext
open issue, jlam@ and I don't agree on the fix yet
some ossaudio cleanup: ${LIBOSSAUDIO} needed for linking, still open is soundcard.h and catching of /dev/dsp vs. /dev/sound
