Shared library support

ELF platform
linkage just like NetBSD
newer versions of libtool have DragonFly support, but most packages don't have them
some packages conditionally build compenents depending on shared library support (e.g. security/sudo noexec wrapper)
non-libtool packages have to be fixed by hand
USE_LIBTOOL is needed when libtool can't find library `'
